मनेर कार्यपालक सहायक को किया बर्खास्त : जिलाधिकारी

पटना, वरीय संवाददाता। पटना जिलाधिकारी डॉ. त्यागराजन एस.एम. द्वारा अंचल कार्यालय, मनेर में पदस्थापित कार्यपालक सहायक अरूण कुमार को तत्काल प्रभाव से सेवामुक्त कर दिया गया है। यह कार्रवाई जिलाधिकारी ने कार्यपालक सहायक के विरूद्ध कार्यों के निष्पादन में अनियमितता, स्वेच्छाचारिता एवं भ्रष्टाचार के आरोपों के कारण की है।

दरअसल जिलाधिकारी, पटना के निदेशानुसार अनुमंडल पदाधिकारी, दानापुर द्वारा दिनांक 27 जून, 2024 को प्रखंड-सह-अंचल कार्यालय, मनेर का औचक निरीक्षण किया गया था। अनुमंडल पदाधिकारी ने निरीक्षण के क्रम में पाया कि प्रखंड कार्यालय, मनेर के शासकीय परिसर में निजी व्यावसाय यथा साइबर दुकान संचालित किया जा रहा था। जाँच में यह पाया गया कि साइबर के संचालकों का कार्यपालक सहायक अरूण कुमार से वित्तीय लेन-देन में संलिप्तता है एवं आरटीपीएस के आवेदनों का निष्पादन करने के लिए कार्यपालक सहायक को साइबर संचालक द्वारा रिश्वत दिया जाता है।

यह अरूण कुमार एवं साइबर संचालक के ऑनलाईन ट्रांजैक्शन इतिहास से भी प्रतीत होता है। साइबर संचालक द्वारा अरूण कुमार को नियमित रूप से राशि भेजी जाती थी तथा व्हाट्सएप के माध्यम से आरटीपीएस के प्रमाण-पत्रों से संबंधित आवेदनों का आदान-प्रदान किया जाता था। उक्त आरोपों के कारण कार्यपालक सहायक से प्रखंड विकास पदाधिकारी, मनेर द्वारा स्पष्टीकरण की मांग की गई। परन्तु कार्यपालक सहायक का जवाब संतोषजनक नहीं पाया गया। प्रखंड विकास पदाधिकारी, मनेर ने अपने मंतव्य के साथ अनुमंडल पदाधिकारी को प्रतिवेदित किया कि कार्यपालक सहायक अरूण कुमार का स्पष्टीकरण तथ्यहीन, भ्रामक एवं असंतोषप्रद है तथा कार्यपालक सहायक प्रथम दृष्टया दोषी प्रतीत होते हैं। अनुमंडल पदाधिकारी, दानापुर द्वारा कार्यपालक सहायक अरूण कुमार के विरूद्ध अग्रेतर कार्रवाई हेतु प्रतिवेदित किया गया।

कार्यपालक सहायक अरूण कुमार ने अपने स्पष्टीकरण में स्वीकार किया कि उनके द्वारा साइबर संचालकों से मोबाइल से राशि का लेन-देन किया गया है। अनुमंडल पदाधिकारी, दानापुर के निरीक्षण प्रतिवेदन में नियमित रूप से फोन-पे पर राशि भेजे जाने का जिक्र किया गया है। जिलाधिकारी ने कहा कि कार्यपालक सहायक अरूण कुमार पर लगाया गया भ्रष्टाचार का आरोप सही प्रतीत होता है। उनका स्पष्टीकरण भी संतोषजनक नहीं है। अतः उन्हें सामान्य प्रशासन विभाग द्वारा निर्धारित प्रावधानों के तहत तत्काल प्रभाव से सेवामुक्त किया जाता है। जिलाधिकारी ने कहा कि भ्रष्टाचार के विरूद्ध वे शून्य सहिष्णुता के सिद्धांत पर कार्य करते है। किसी भी दोषी कर्मी को बर्दाश्त नहीं किया जाएगा। सभी कार्यालयों के नियंत्री पदाधिकारियों को अपने अपने अधीनस्थों पर पूर्ण प्रशासनिक नियंत्रण रखने का निर्देश दिया गया है।

Maner Executive Assistant dismissed: District Magistrate

Patna, Senior Correspondent. Patna District Magistrate Dr. Tyagarajan S.M. has relieved Executive Assistant Arun Kumar posted at the Zonal Office, Maner with immediate effect. The District Magistrate has taken this action due to allegations of irregularities, arbitrariness and corruption against the Executive Assistant in the execution of works.

Actually, as per the direction of the District Magistrate, Patna, a surprise inspection of the Block-cum-Zonal Office, Maner was done by the Sub-Divisional Officer, Danapur on 27 June 2024. During the inspection, the Sub-Divisional Officer found that a private business like a cyber shop was being run in the government premises of the Block Office, Maner. It was found in the investigation that the operators of cyber are involved in financial transactions with Executive Assistant Arun Kumar and the cyber operator gives bribe to the Executive Assistant for executing the applications of RTPS.

This also appears from the online transaction history of Arun Kumar and the cyber operator. The cyber operator used to send money regularly to Arun Kumar and exchange applications related to RTPS certificates through WhatsApp. Due to the above allegations, the Block Development Officer, Maner sought clarification from the Executive Assistant. But the reply of the Executive Assistant was not found satisfactory. The Block Development Officer, Maner reported to the Sub-Divisional Officer with his opinion that the explanation of Executive Assistant Arun Kumar is baseless, misleading and unsatisfactory and the Executive Assistant appears guilty prima facie. The Sub-Divisional Officer, Danapur reported for further action against Executive Assistant Arun Kumar.

Executive Assistant Arun Kumar admitted in his explanation that he has transacted money with the cyber operators through mobile. In the inspection report of the Sub-Divisional Officer, Danapur, it has been mentioned that money is regularly sent on Phone-Pay. The District Magistrate said that the allegation of corruption leveled against Executive Assistant Arun Kumar seems to be correct. His explanation is also not satisfactory. Therefore, he is dismissed from service with immediate effect under the provisions laid down by the General Administration Department. The District Magistrate said that he works on the principle of zero tolerance against corruption. No guilty employee will be tolerated. The controlling officers of all the offices have been instructed to exercise complete administrative control over their subordinates.
