मुआवजा के नियम में संशोधन हेतु श्री चिराग ने पत्र में लिखा है मुख्यमंत्री

बिहार दिनांक 21 जून, 2025 लोक जनशक्ति पार्टी रामविलास के राष्ट्रीय अध्यक्ष सह केंद्रीय मंत्री चिराग पासवान जी ने सड़क दुर्घटना में दुर्घटना के दौरान पीड़ितों को मिल रहे मुआवजा के प्रावधान में बदलाव को लेकर हो रही समस्या की ओर ध्यान आकृष्ट करते हुए मुआवजा के नियम में संशोधन हेतु पत्र लिखा है श्री चिराग ने पत्र में लिखा है कि माननीय मुख्यमंत्री जी इस पत्र के माध्यम से बिहार की आम जनता की एक अत्यंत महत्वपूर्ण समस्या की ओर आपका ध्यान आकृष्ट कराना चाहता हूं।

महोदय, हाल ही में राज्य सरकार द्वारा सड़क दुर्घटना में मुआवजा प्राप्ति की प्रक्रिया में जो संशोधन किए गए हैं, वह व्यवहार में जनता के लिए अत्यंत जटिल एवं कष्टप्रद सिद्ध हो रहे हैं। पूर्व की व्यवस्था के अंतर्गत संबंधित जिले के जिलाधिकारी अथवा अनुमंडल पदाधिकारी द्वारा पीड़ित परिजनों को शीघ्र राहत प्रदान की जाती थी, जिससे संकट की घड़ी में उन्हें आर्थिक संबल मिल जाता था। परंतु अब संशोधित नियमों के अनुसार, मुआवजा राशि परिवहन विभाग द्वारा संबंधित वाहन मालिक या उनकी इंश्योरेंस कंपनी से वसूली जाएगी, और इसके लिए दावा ट्रिब्यूनल की प्रक्रिया से गुजरना होगा। यह पूरी प्रक्रिया तकनीकी और समय लेने वाली है, जिससे तत्काल राहत मिलना असंभव हो गया है।

जिस परिवार पर किसी दुर्घटना की आपदा आती है, वह पहले से ही गहरे मानसिक और आर्थिक संकट में होता है। ऐसे समय में राहत प्रक्रिया को और अधिक जटिल बनाना न केवल अमानवीय प्रतीत होता है, बल्कि यह राज्य सरकार की संवेदनशीलता पर भी प्रश्नचिह्न खड़ा करता है। अतएव जनहित को सर्वोपरि रखते हुए, पूर्व व्यवस्था को पुनः लागू करने पर गंभीरतापूर्वक विचार करें, जिससे पीड़ित परिजनों को तत्काल सहायता सुनिश्चित की जा सके और राज्य सरकार के प्रति जनता का विश्वास बना रहे।

Mr. Chirag has written a letter to the Chief Minister for amendment in the rules of compensation

Bihar dated 21 June, 2025 National President of Lok Janshakti Party Ram Vilas and Union Minister Chirag Paswan ji has written a letter for amendment in the rules of compensation, drawing attention to the problem arising regarding the change in the provision of compensation being given to the victims during the road accident. Mr. Chirag has written in the letter that Honorable Chief Minister, through this letter, I want to draw your attention to a very important problem of the general public of Bihar.

Sir, the amendments made recently by the state government in the process of receiving compensation in road accidents are proving to be very complex and troublesome for the public in practice. Under the earlier system, the District Magistrate or Sub-Divisional Officer of the concerned district used to provide immediate relief to the victim’s family, which provided them financial support in times of crisis. But now as per the amended rules, the compensation amount will be recovered by the Transport Department from the concerned vehicle owner or their insurance company, and for this the process of Claim Tribunal will have to be gone through. This entire process is technical and time consuming, making it impossible to get immediate relief.

The family which is hit by an accident is already in deep mental and financial distress. At such a time, making the relief process more complicated not only seems inhumane, but it also raises questions on the sensitivity of the state government. Therefore, keeping public interest paramount, seriously consider re-implementing the previous system, so that immediate help can be ensured to the affected family and the public’s trust in the state government remains intact.
